Status. Panama does not treat cryptocurrencies as legal tender, but recognises them as a legitimate digital asset class and medium of exchange.
VASP duties. Entities providing exchange, custody or payment services must adhere to strict AML/CFT protocols and robust KYC.
Territorial tax. Profits from activities genuinely carried on outside Panamanian territory are generally outside the scope of local income tax under the territorial system.
What matters. In practice, the real "licence" is the strength of your compliance: banks and payment processors will only work with crypto companies that demonstrate institutional-grade AML/KYC.
